The interim government has created a short list of candidates who will be interviewed Jan. 4-6 for five new permanent secretary positions, and final selections are expected before the end of January.

More than 30 applications were received, but government wouldn’t identify the applicants. The nine current permanent secretaries could apply and compete with applicants from government and the private sector.

Government CEO Martin Stanley said the Appointment Board that will consider candidates includes him, Carl Simmons of Tropical Shipping, Sandra Lightbourn of Scotiabank and new government CEO Patrick Boyle, who takes up office Jan. 3.

They will be assisted by recruitment expert David Richards, who has assisted with a large number of public sector appointments in the U.K., including several permanent secretary competitions, Stanley said.

Once the new secretaries are in place, they will help select 13 deputy secretaries. Stanley said a candidate brief will be published and advertised soon with a view to receiving applications by Jan. 8.

The interim government decided to reduce the number of government ministries from nine to five with a corresponding reduction in the number of permanent secretaries. The intent is for permanent secretaries to assume a more strategic role and, with a bigger senior management team, be better positioned to tackle the big policy issues, according to the government. Each deputy secretary would have more autonomy and responsibility.

Also up for reorganization are the country’s 37 statutory boards, whose membership was renewed again Dec. 1 for three months. They will continue to be renewed periodically until the structures of the five new ministries under the new permanent secretaries are agreed.

“When this is completed, decisions as to what statutory body functions would be better taken back into government will be finalised,” said governor’s spokesman Neil Smith.
