![]() Henry Bellingham, who was appointed Parliamentary Under Secretary of State at the Foreign and Commonwealth Office on May 14, now holds the ministerial responsibilities for the Overseas Territories including the Turks and Caicos Islands. Bellingham, a member of the Conservative Party, will also be responsible for Africa, United Nations, economic issues, conflict resolution and climate change. He will report to William Hague who replaced David Miliband as Secretary of State for Foreign and Commonwealth Affairs on May 12. Hague was the leader of the Conservative Party from June 1997 until September 2001 and has held the role of Shadow Foreign Secretary since December 2005. The changes came about as a result of the May 6 elections in the U.K. which resulted in a new coalition government for the country, with Conservative David Cameron taking the top spot as prime minister. Bellingham, 55, studied Law at Magdalene College in Cambridge. Having graduated in 1977 he was called to the bar (Middle Temple), where he served as a barrister for eight years. Prior to being re-elected in 2001, he ran his own consultancy practice specialising in advising firms on inward investment. He was first elected to Parliament for North West Norfolk in 1983, where he remained until 1997. A specialist in small businesses, countryside and farming issues, defence and Northern Ireland, he was PPS to Malcolm Rifkind (then Defence and Foreign Secretary) from 1991-97. In 2001, he was re-elected as MP for North West Norfolk. In July 2002, he was appointed Shadow Small Businesses Minister in the Shadow Trade and Industry team. In 2003, he carried on with this responsibility as part of the wider Shadow Economic Affairs team. In May 2005, he was appointed as an Opposition Whip. In November 2006, he was made a Shadow Minister for Legal Services, first of all in the Shadow Constitutional Affairs team, and since June 2007 as part of the Shadow Justice team.
