An 81-year-old grandmother was robbed and stabbed in her home in Conch Bar on Middle Caicos around 7 p.m. Aug. 3, shocking the small, normally peaceful community, police have confirmed.

Police stated on Aug. 5 that they had arrested a 14-year-old boy for the crime, but have released no other details.

Government radio station Radio Turks and Caicos (RTC) reported that Charity Harvey managed to go to a nearby residence for help after the attack. She was taken to North Caicos, where she was pronounced dead, RTC reported.

This was the second homicide in the country in as many weeks. On July 18, Murat Kilicer was with several other people on the remote beach at Pirates Cove on Providenciales when he was shot and killed by one of two masked men with firearms during a robbery.

No arrests have been made in that homicide.

“The recent increase in violent crime and in particular the brutal and senseless murder of Mr. Murat in Providenciales and of Mrs. Charity Harvey in Middle Caicos have sent shock waves through our community,” Police Commissioner Edward Hall said in a press statement. “I extend my sincere condolences to the families of Mr. Murat and Mrs. Harvey.

“Detectives from Criminal Investigations Department (CID) and Scenes of Crime officers were sent across to Middle Caicos last night (Aug. 3), and their investigations are now well underway. We are determined to bring to account the person or persons responsible for the murder of Mrs. Harvey and also that of Mr. Murat.”

Following discussions with the governor, the commissioner said he was instituting a number of measures to “tackle violent crime:

  • “An immediate increase in the number of uniformed officers, including armed officers from the Tactical Unit on regular patrol on our streets and throughout our community.
  • “Targeted missions to flush out criminals wherever they may be hiding.
  • “The strength of “B” Division in Providenciales will be reinforced with additional officers.”

“The communities have a role to play in partnership with the police,” Hall said. “We must all work together to stop those few individuals whose criminal actions cause distress to us all and damage our national pride.”

The recent outbreak of armed and violent crimes has prompted criticism of police and calls for the governor to do more to deal with the increasingly dangerous situation.

The interim government has taken a number of measures to beef up the police force, including increasing the current police budget from $14 million to $18 million for recruiting, training and community policing. Four U.K. officers recently joined the force to help with training and investigations.

In an RTC interview Aug. 3 before the most recent slaying, His Excellency the Gov. Gordon Wetherell outlined other steps taken toward improving the police force:

  • Commissioner has been authorized to bring up size of the force by 20-30 more officers
  • Launch of covert and overt operations on Providenciales
  • Purchase of vehicles to patrol outskirts of the island
  • Measures to raise visibility of police
  • Opening of a police substation in Saltmills Plaza to improve response time to crime in that area
  • Investing more in training and new equipment especially to combat gun crimes.

“These measures, and the resulting higher presence and stepped-up activity by police officers in our communities, have my full support,” the governor said in a statement. “They follow meetings I have had with the police to agree a systematic approach to tackling this upsurge in crime.”

“Like everyone in our community I have been angered by the recent increase in violent crime, in particular the murders of Mr. Murat and of Mrs. Harvey,” Wetherell said. “My thoughts and prayers are with their families.”

The public is invited to attend a Candle Light Memorial Service on Saturday, Aug. 7, at 8 p.m. in Butterfield Square, downtown Providenciales.
