With new taxes and civil service reform on the agenda, many are beginning to weigh in on the issues, trying to force the hand of the interim government of the Turks and Caicos Islands. This week, the People’s Democratic Movement announced their position, calling on the interim government not to impose a 10-percent tax on utilities for two years, but particularly on electricity bills. “This will have a devastating and irreversible impact on the TCI people and our fragile economy,” the party said in a March 14 statement. Party Leader Douglas Parnell delivered this request personally to Chief Economic Advisor Brian Titley on Monday March 7, according to the statement. “We await a positive response from the revenue review team on the elimination of this proposal.” The party also expressed its discontent with some of the changes suggested by head of the civil service, interim government CEO Mark Capes. Capes presented the proposed payroll and pension changes to the Civil Service Association on March 4 which are to take effect April 1. PDM officials said they have sent a draft response to the proposal opposing certain recommendations. The party objects to a retroactive law imposed upon civil servants to meet a financial end, especially in such a short time span as one month. The CSA said last week it would be submitting a counter proposal to Capes, listing demands and making recommendations for new and revised revenue measures so as to prevent the implementation of the proposed changes to pension and payroll. The CSA has threatened further action if the administration fails to respond in a “favorable manner in the spirit of negotiation.”
