The Advisory Council received an update on negotiations between Jannish TCI Ltd. and the Department of Environment and Coastal Resources for an exploration and salvage licence. Most of the outstanding issues were identified, and council urged the company to work with the DECR to ensure that all sites for salvage operations fall outside the North, Middle and East Caicos Nature Reserve, which is a wetland of international importance under the Ramsar Convention on Wetlands. In February, council had agreed in principle to grant Jannish an exploration and salvage license to explore, survey and salvage for possible historical wrecks. The approval was subject to a satisfactory final agreement which ensured that the TCI’s interests, especially with regard to its cultural heritage and environment, were safeguarded. Tourist Authority funding still under discussion The country continues to wait on the final outcome of proposed changes to the way tourism promotion is managed in the Turks and Caicos Islands. His Excellency the Gov. Gordon Wetherell appointed a Tourism Working Group, lead by local businessman Clive Stanbrook, which delivered its report in late 2009. It suggested a Tourism Authority lead by an industry leader would be the most affective way forward for tourism marketing and promotion of the destination. Since the release of the report, the government has not released any further information on any decisions being taken with regard to the Ministry of Tourism or the possible creation of a Tourism Authority. “In the past several months, the issue has really been one of funding its start up,” the governor said at an April 13 press briefing. He said discussion has been held between members of the working group and the Ministry of Finance to create a model for financing the authority and “how we can get started as soon as that becomes affordable,” he said.
