Bellingham to review milestones for elections PDF  | Print |  E-mail

During his second visit in the last 12 months, U.K. Foreign Minister Henry Bellingham says he is here to review milestones set for return to elected government and to show the commitment by him and the U.K. to support and develop the Turks and Caicos Islands and other Overseas Territories.

The milestone at the top of Bellingham’s list, revision of the 2006 Constitution, is nearly complete. An Order in Council containing the new draft constitution was made at the Privy Council’s meeting July 13 and will be laid in both Houses of Parliament on July 20.

However, the new Constitution and elections will not take effect until Bellingham and the U.K. believe there has been sufficient progress against the other milestones, which he is here to highlight and assess.

Other milestones include:

  • New laws governing elections and political parties, public integrity and public finance
  • Improvements in government finances and economic stability
  • A fair and transparent process of becoming a Turks and Caicos Islander (Belonger)
  • Significant progress of criminal and civil investigations into public corruption
  • A new Crown land policy
  • Reform of the public service

“When I visited TCI in September last year, the interim government had to focus on financial fire-fighting and unpicking the complex web of financial mismanagement,” Bellingham said. “This work is taking longer than we had initially hoped, but it of course has to be done thoroughly.”

The U.K.’s financial commitment to the TCI by way of grants and loan guarantees is proof that “the U.K. will not stand idly by when we see the economy of one of our territories fall into ruin through greed and maladministration,” he said.

The interim government has made significant progress but has not achieved all the required goals, he said, but he is hopeful enough can be accomplished so that elections can be held in 2012.

Bellingham said he intends to meet with many islanders during his several day visit to help gauge the progress toward returning the country to self-government and financial stability.
