All Turks and Caicos Islands residents with Belonger status will be able to get identification cards confirming their status during the next three months beginning April 16. The cards, similar to those issued by the National Health Insurance Board, will be accepted as proof for voting under a proposed amendment to the Immigration Ordinance. The exercise is a joint effort by the Ministry of Border Control and the Elections Office. “Registration stations will be set up over the three month period on all the islands, and persons wishing to be registered will be invited to complete application forms which will be made available online and at designated locations throughout the islands,” said Permanent Secretary in the Ministry of Border Control Clara Gardiner. “Applicants will also be required to provide supporting documents, including birth and marriage certificates.” The Immigration Ordinance currently provides for a person to qualify for Belonger status through:
Currently, only those who are granted Belonger status via marriage or bestowal have certificates confirming their status. The Immigration Department has tried to address this issue in the past by providing a Belonger stamp in a British Overseas Territory Citizen or national passport, or a letter from the director or deputy director of Immigration, but these have raised security and integrity concerns. The cards will include a magnetic strip, a bar code and a photograph. The cards will become available to Belongers under 18 following the initial signup.
