The leader of Norfolk County Council is meeting with permanent and deputy secretaries this week to identify their learning needs to be targeted in an exchange programme with their U.K.-based peers. “As leader of Norfolk County Council, Derrick Murphy has agreed to facilitate a series of visits to Norwich, the county capital of Norfolk, so that permanent secretaries and deputy secretaries learn from their administrative, organisational, budgetary, governance and policy-making processes,” said government CEO Patrick Boyle. “In return, they would offer opportunities for the Norfolk County Council staff to mentor Turks and Caicos Islands staff and encounter rather different challenges to those that they normally face, and gain useful career-enhancing experiences.” Visits to Norwich will be scheduled to ensure that they do not interfere with the delivery of TCI ministry business and will include visits to London-based U.K. government departments. This is part of a programme funded by the U.K. Foreign and Commonwealth Office designed to exchange knowledge and experience between TCI government, Norfolk County Council and U.K. government departments. The programme aims to improve successful professional development, which can be more difficult in country of only about 30,000 people. Norfolk County Council has 84 elected members each representing an electoral division of up to 10,000 voters each. At Norfolk County Council, there are five departments akin to TCI’s ministries: Children’s Services; Community Services; Corporate Resources; Environment, Transport and Development; Fire and Community Safety. In addition to the five departments, there is also one unit: Customer service and Communications.
