 On Wednesday, September 23nd 2009 the Advisory Council held their fourth meeting in Grand Turk. The council met to consider further proposals for the 2009/2010 Budget; the issue of squatters in Providenciales; and, for the right to petition to the European Court of Human Rights to be extended to the Turks and Caicos Islands indefinitely.
Officials from the Ministry of Finance attended to update the Council on further steps taken to reduce expenditure and raise revenue. The Council was informed that the gap between expenditure and revenue had narrowed to $5 million: $14 million less than estimated last week. The Council congratulated the Ministry of Finance on it efforts. The Council was presented with final proposals to be explored this week, which it is hoped will result in a balanced budget, and was informed that the budget would now be prepared for publication next week. The Council also gave serious attention to the issue of squatters in Providenciales. Officials from the Ministry of Environment and District Administration and the Planning Department outlined the extent of the problem. The Council agreed with the recommendation that a new Informal Settlement Task Force should be established with the purpose of managing and reducing the problem of squatters. The Task Force will be headed by the Ministry of Environment with relevant participants from across Government. It will meet monthly to plan strategic action, make proper investigations and take enforcement measures, and step up a public media campaign to clarify the law. The Council meeting ended with agreement that the right of individual petition to the European Court of Human Rights should be extended to the Turks and Caicos Islands indefinitely
